outgoing ECA provider

a firm which:

1. (a) provides an electronic commerce activity , from an establishment in the United Kingdom, with or for34 an ECA recipient present in an EEA State other than the United Kingdom34; and
2. (b) is a national of an EEA State or a firm or company mentioned in 42article 5442 of the Treaty.6
