Under section 19 of the Act (The general prohibition) no person may, by way of business, carry on a regulated activity in the United Kingdom unless he is authorised or exempt. In most cases, any person who carries on a regulated activity in the United Kingdom by way of business must either be an authorised person or an exempt person. Part 2 of SYSC 1 Annex 1 provides for the application of SYSC 4.1.1 R (General Requirements).
