    57the basis on which personal recommendations on packaged products is given by a firm, that is, one of the following:

      1. (1) the whole market (or the whole of a named sector of the market); or
      1. (2) a limited number of product providers; or
      1. (3) a single company or single group of companies.

    References to a firm's scope of personal recommendations of packaged products include, where the context requires, a reference to the scope of personal recommendations of the firm's appointed representatives or, where applicable, tied agent.
