an insurance undertaking which is not an authorised person and which:

1. (a) 96
2. (b) 96
3. (c) is authorised to effect or carry on long-term insurance business in the Bailiwick of Jersey, the Bailiwick of Guernsey, the Isle of Man, the Commonwealth of Pennsylvania or the State of Iowa;
