1. (a) the government of the United Kingdom;
2. (b) the Scottish Administration;
3. (c) the Executive Committee of the Northern Ireland Assembly;
4. (d) the National Assembly of Wales;
5. (e) a member state of the EU that has adopted the euro as its currency;
6. (f) the United States of America;
7. (g) Japan;
8. (h) Canada; or
9. (i) Switzerland.
