      1. (a) a person registered as a small payment institution pursuant to regulation 14 of the Payment Services Regulations and included by the FCA in the Financial Services Register pursuant to regulation 4(1)(b) of the Payment Services Regulations (the register of certain payment service providers); or165
      1. (b) a person included by the FCA in the Financial Services Register pursuant to regulations 151(1) and 153(1) of the Payment Services Regulations (transitional provisions).165
