1. (a) non-commercial administrative bodies responsible to central governments, regional governments or local authorities; or
2. (b) authorities that exercise the same responsibilities as regional and local authorities; or
3. (c) non commercial undertakings owned by central governments that have explicit guarantee arrangements; or
4. (d) self administered bodies governed by law that are under public supervision.
