The rules in MAR can be waived by the FSA under section 148 of the Act (Modification or waiver of rules), except for:

MAR 2.1.1 R (2)(Application)

MAR 2.1.9 R (Actions for damages)

MAR 3.1.5 R(Actions for damages)
