(1) An applicant who, at the time of application, holds a Part 4A permission or interim permission and has not had a registration as a CBTL firm revoked under article 13 of the MCD Order. |

(2) An applicant who, at the time of application, (a) does not hold a Part 4A permission or interim permission; or (b) has previously held a registration as a CBTL firm which was revoked under article 13 of the MCD Order |
