a retail store where the only cash access services:

1. (a) are provided by the retailer (whether as principal or agent); and
1. (b) fall within paragraph 2(e) (cashback with a purchase) or 3 (cashback without a purchase) of Schedule 1 to the Payment Services Regulations.
