public sector entity

( for the purposes of BIPRU ) any of the following:

1. (a) non-commercial administrative bodies responsible to central governments, regional governments or local authorities; or
1. (b) authorities that exercise the same responsibilities as regional and local authorities; or
1. (c) non commercial undertakings owned by central governments that have explicit guarantee arrangements; or
1. (d) self administered bodies governed by law that are under public supervision.
